"I'll be in the French Quarter all day," Hamrick said. "I don't even go to the parades. I love to take pictures of all the costumes and just be with my friends. It's so fun."

Across the globe, people dressed up in elaborate costumes and partied the day away. In Rio de Janeiro, an estimated 850,000 tourists joined the city's massive five-day blowout. Meanwhile, the Portuguese, who have suffered deeply in Europe's debt crisis, defied a government appeal to keep working.

In New Orleans, Brittany Davies was struggling through the early morning hours. Still feeling the effects of heavy drinking from the night before, her friends had her out again early Tuesday.

"They're torturing me," Davies joked. "But I'll be OK after a bloody mary."

The predominantly African-American Zulu krewe was the first major parade to hit the streets, shortly after 8 a.m. Most krewe members were in the traditional black-face makeup and the Afro wigs Zulu riders have sported for decades.

In the oak-lined Garden District, clarinetist Pete Fountain prepared to lead his Half-Fast Walking Club on its annual march down historic St. Charles Avenue.

Fountain, 82, gave a thumbs up to start off and his band launched into "When The Saints Come Marching In" as they rounded the corner onto the avenue of 19th century mansions. It was the 52nd time that Fountain's group has paraded for Mardi Gras. This year, the group wore bright yellow suits and matching pork pie hats for its theme, "Follow the Yellow Brick Road."

In the Quarter, Joshua Westbrook had been on Bourbon Street drinking since Monday afternoon. His eyes were tired Tuesday morning but he was determined to see Mardi Gras through.

"I'm struggling, but I'm going to push through it," he said.

Wearing a purple wig, New Orleans resident Juli Shipley carried a gallon (almost 4 liters) of booze down Bourbon Street and filled her friends' cups when they got low. "We're going to wander all day and people-watch," Shipley said. "That's the best part of Mardi Gras ? the costumes. They're amazing."

Partygoers were dressed as Wizard of Oz characters Dorothy and the Wicked Witch, bags of popcorn, pirates, super heroes, clowns, jesters, princesses and lots of homemade costumes with the traditional Mardi Gras colors of purple, green and gold.

Tom White, 46, clad in a pink tutu, bicycled down the avenue with his wife, Allison, on their way to the French Quarter. "I'm the pink fairy this year," he said. "Costuming is the real fun of Mardi Gras. I'm not too creative but when you weigh 200 pounds and put on a tutu people still take your picture."

His wife was not in costume. "He's disgraced the family enough," she said.

The celebration arrived in Louisiana in 1682 when the explorer LaSalle and his party stopped at a place they called Bayou Mardi Gras south of New Orleans to celebrate. The site is now lost to history.

Fewer of us will build careers by lifetime service to a single firm; more of us will seek improved pay and more agreeable work by switching companies and even fields. Fewer of us will be represented by the successors of Jimmy Hoffa; more of us will have a personal Michael Ovitz on call.

I?ll write some more about agents as one of the careers of the future in a later post. These agents are likely to combine some of the functions of a lawyer, a mentor and a financial planner; they may work on commission or for an annual fee. They will compete with each other to attract clients who have or who can acquire skills that are in demand; they will provide many Americans with the kind of life, career and education advice that will help them navigate the choppy seas of a changing economy. People are likely to use agents not only to help with employment, but with health care management, education, taxes, financial planning and so on. In the future, everyone will have a staff.

But the weakening of the ties between employer and employee is another way to speak of the ?entrepreneurialization? of the American labor market. In the 19th century, most Americans were entrepreneurs: operators of family farms. In the 20th century, most were employees, often of very large companies. In the 21st century we are likely going to become more entrepreneurial again, only instead of selling the produce of our farms, we are going to be selling the services we produce based on our skills and our imaginations.

The new economy is likely to involve more agents and small entrepreneurs; the falling cost of information dramatically lowers the capital cost of new business start ups. For the price of a personal computer and an internet link, an entrepreneur now has access to information and clients locally and worldwide that giant corporations couldn?t assemble in the 1960s. But the bewildering variety of information available on the web, and the vast number of options consumers have creates needs for reliable, trustworthy filters. Most people can?t deal with the masses of data on the web; they need retailers who can package that information into something they can use.

Many white collar professionals will turn into information retailers providing sophisticated and personalized services for households. Just as the industrialization of manufacturing meant that ordinary people now had access to an abundance of material goods once out of reach of all but the richest, so the industrial revolution in information will place sophisticated services in the hands of the mass market.

More, the proliferation of small information-based business will create markets for B2B information service: consultants who help small entrepreneurs manage technology, cash flow, marketing and other functions.

Currently, the American legal and regulatory system is set up to bind as many people to employers as possible. The government wants you to be a wage slave and sets up a regulatory framework that keeps as many of us as possible yoked to bosses and management. The IRS doesn?t like the self-employed, fearing they many conceal income. Banks and credit card companies view such people with suspicion, and it is notoriously difficult for start ups and part time enterprises to have access to formal finance. Many services are hard for the self-employed to get on terms like those made available to employees of large corporations: from health insurance to retirement planning, many things are harder and more expensive for the self-employed. The payroll tax system is brutal: the self-employed pay both the employer and employee halves of Social Security and Medicare taxes, almost 20 percent of income and likely to go higher. Many cities will tack on unincorporated business taxes, mass transit taxes, and other interesting feudal exactions and dues.

There are other, subtler ways in which the current system favors old style large employers over small firms.? The cost of hiring people can be prohibitively high for small businesses: the paperwork involved in hiring so much as a cleaning person or babysitter can be cumbersome.? Hiring full time workers involves negotiating the requirements for worker compensation, unemployment insurance and much else. The cost of these barriers cannot be calculated: jobs foregone, businesses stifled in their cradles, ideas untested, innovations untried.

In order to create the kind of job and service explosion that can provide better incomes for more Americans going forward, the government needs to shift policy. It must favor the small firm and entrepreneur: the owner-proprietor group needs to become the apple of the government?s eye. Their taxes should be cut; their paperwork burdens drastically reduced; regulations should be rewritten and simplified to meet their needs.

Cutting paperwork is much cheaper for the government than cutting taxes, by the way, and its effect on small business is likely to be much more profound. Small, lightly capitalized business enterprises are usually led by people who don?t have much time or know how when it comes to bureaucratic requirements. Even very basic payroll issues ? filing and paying estimated taxes, managing benefits such as unemployment and disability insurance and so forth ? stretch their capacity.

A system that allowed small business to simply hire people with a handshake and pay them with a check, notifying the government once a year of amounts paid and to whom (and with the ability to deduct all reported wages from gross receipts for tax purposes) would likely increase the rate of business formation and hiring and if anything would result in a net increase of revenue for the government as more jobs were created and as fewer start ups and small enterprises would chose to operate under the table.

Taxes and insurance would be the responsibility of employees, and compliance could be enforced through the employer-filed reports of wages paid. Employers would have a strong incentive to comply with the reporting requirement because it will be simple (name, amount, social security number) and because full reporting would result in substantial reductions to their own tax bills. To ensure that workers aren?t abused by this approach, a designated percentage of base wages would be earmarked for social insurance programs; in general it is less the dollar cost of some of these programs than the reporting and paperwork headache that is a problem for small business. Banks could be encouraged to set up payroll deposit programs that made regular estimated tax and other payments to government agencies, perhaps by working with existing payroll companies.

There are many other impediments to the operation of small business, especially in urban poverty zones where, perversely, regulations are often tightest where the poorest people live. Cities like San Francisco, New York, Chicago and even Detroit often burden small business with contradictory, expensive, poorly administered and bewilderingly complex reporting and permitting requirements ? to say nothing of taxes. Many businesses are simply throttled before birth; others operate informally and in the shadows. This provides an underground labor market for undocumented workers, means that many workers are not getting social insurance coverage, and deprives many businesses of any access to the formal credit sector, limiting the chance for expansion and job growth.

These wrongheaded and self defeating policies were expensive in the era of the blue social model, which has seen an economic collapse in American cities without precedent in our history; they will be ruinous in coming years as the economy continues to shift.

Blue partisans tend to prefer ?industrial policy? and ?targeted investments? in infrastructure and elsewhere to generalized reductions in taxes and regulations as a way to promote economic growth and accelerate America?s path into the future. I am not a purist and do not object to these measures always and in principle. I do not, for example, think President Eisenhower made a ghastly mistake when he inaugurated the interstate highway system.

But at this particular moment in history, the case for such policies is much weaker than at other times. This is partly because massive public investments generally go to large firms at a time when it is small business that we need to promote. It is partly because planned infrastructure investments work best when progress looks linear. In the 1950s it was relatively easy to project the immediate growth path the American economy was going to take. Today we are doing something much more complex and multifaceted, and it is not clear just how the bets should be laid. Moreover, the desperate hunger of large organizations and interests for government funds leads to intense pressure for white elephant projects like the California high speed rail project. (Repair of existing infrastructure is a different question and to the degree we clean up the long term fiscal picture and get public works costs under control, there is much to be said for infrastructure repair and renewal in times of high unemployment and low interest rates.)

It is also true that when political types think about ?smart investments? they often let their wishes master their thoughts. Clean energy would be very desirable and there is a political constituency for it; politicians will invest in it despite decades of failure (in, for example, solar energy). The ?smart investments? are almost always ?feel good? investments and industrial policy almost always reflects the social and policy preferences of large and well organized interest groups. In a time of relative technological and economic stability that may not be so bad; these days, it can be ruinous.

Instead of making what industrial policy advocates always call smart investments in the industries of the future (and which much too often turn into ethanol and Solyndra type boondoggles), we need to be improving the climate for the creation of new enterprises.? We don?t now know exactly what new services, new organizations, new products and even new professions will characterize the unprecedented information-rich economy that is beginning to rise around us. Nothing like this has ever been seen before, and it is impossible to plan for a future shaped by so many disruptive technologies all coming on line in such quick succession.

In our times, the advantages of unplanned capitalist innovation and competition are even more valuable than usual. We need an era of social and business experimentation. Many of the bright young people who a generation ago would have gone to work for large corporations or law firms, or moved into tenure track academic positions, need to find new ways of making a living. The young people who would have gone into factory jobs or routine but secure clerical positions must also find new ways of using their skills and talents. The terrain is uncharted; the old systems don?t work.

Government needs to clear unnecessary obstacles out of the paths of the pioneers of the new economy. The single most effective way the government can support the necessary change is to adapt its regulatory and employment policies to the needs of the start ups from whose ranks the leaders of the future will emerge. That is not the only type of change that would help, but it is the most important one.

The jobs of the future will not all come from start-ups and small business, but a very large proportion of them will. The best industrial policy we can have now is a policy that supports the rise of new information and service based enterprises. Small business and other, innovative forms of creative association (like co-ops and partnerships) will be a key engine of growth growing forward. We must do everything possible to accelerate and promote their growth; it is the best and fastest way out of our current troubles to the broad and sunny uplands that lie ahead.

(AP) ? Wynn Resorts Ltd. is looking to sever ties with its biggest stakeholder and one-time ally.

The Las Vegas casino operator said Sunday that it forcibly bought back all the shares controlled by Kazuo Okada after finding the Japanese tycoon made improper payments to overseas gambling regulators. The company also filed a lawsuit against Okada for breach of fiduciary duty and asked him resign from its board.

The announcement marked the latest deterioration of Okada's relationship with Steve Wynn, founder of Wynn Resorts.

Okada is the founder of casino game maker Universal Entertainment Corp., which held an almost 20 percent stake in Wynn Resorts through its privately held subsidiary Aruze USA Inc.

Aruze's 24 million shares were worth about $2.7 billion based on Friday's closing price and were acquired for the discounted price of about $1.9 billion.

The actions by Wynn Resorts stem from a separate casino resort project Okada is undertaking in the Philippines.

After a year-long investigation, Wynn Resorts said it found more than three dozen instances over a three-year period in which Okada and his associates engaged in "improper activities for their own benefit."

That included cash payments and gifts totaling about $110,000 to foreign gaming regulators, the company said. Wynn Resorts said the actions were in violation of U.S. anti-corruption law.

The investigation, which was led by a former FBI director Louis Freeh, also found Okada and his associates consciously took actions to conceal "the nature and amount of these payments," Wynn said.

Based on the report, Wynn Resorts said its board found that Okada is "unsuitable." The company's articles of incorporation provide for redemption at "fair value" of the shares held by unsuitable individuals.

The company issued a 10-year, $1.9 billion promissory note in redemption of the shares. The notes bear an interest rate of 2 percent.

Wynn said it will also immediately recommend that Okada be removed from the board of its Hong Kong subsidiary, Wynn Macau Limited.

An email sent to Aruze seeking comment from Okada was not immediately returned.

Since 2000, Okada has invested $380 million in Wynn Resorts. But last month, Okada filed a lawsuit against the company to seek financial documents regarding Wynn's $135 million donation to the University of Macau; its 2010 amendment to a shareholders agreement among Okada, company founder Steve Wynn and Wynn's ex-wife, Elaine Wynn; and the use of $30 million that Okada gave to Wynn Resorts in 2002 to help develop a Macau casino project.

During a conference call with investors earlier this month, Steve Wynn addressed the company's "sharp disagreement" with Okada over his dealings in the Philippines.

Wynn said that the company had taken "a very strong opinion about not wanting to give the impression that Wynn Resorts was the developer of the land that (Okada) acquired in the Philippines."

Wynn said that Okada was free to go into business in the country, but that he did so "without the organizational support or financial support of the company that he is an investor in at the moment."

In Las Vegas, Wynn Resorts Ltd. owns the Wynn Las Vegas and Encore Las Vegas resorts. The company also owns Wynn Macau and Wynn Encore Macau in China.

Report: Most Honduras fire inmates awaited trial (AP)

COMAYAGUA, Honduras ? The prisoners whose scorched bodies were carried out piece by piece Thursday morning from a charred Honduran prison had been locked inside an overcrowded penitentiary where most inmates had never been charged, let alone convicted, according to an internal Honduran government report obtained by The Associated Press.

More than half of the 856 inmates of the Comayagua farm prison north of the Central American country's capital were either awaiting trial or being held as suspected gang members, according to a report sent by the Honduran government this month to the United Nations.

A fire started by an inmate tore through the prison Tuesday night, burning and suffocating screaming men in their locked cells as rescuers desperately searched for keys. Officials confirmed 358 dead, making it the world's deadliest prison fire in a century.

Survivors told horrific tales of climbing walls to break the sheet metal roofing and escape, only to see prisoners in other cell blocks being burned alive. Inmates were found stuck to the roofing, their bodies fused to the metal.

From the time firefighters received a call at 10:59 p.m. local time, the rescue was marred by human error and conditions that made the prison ripe for catastrophe.

According to the report, obtained exclusively by the AP, on any given day there were about 800 inmates in a facility built for 500. There were only 51 guards by day and just 12 at night ? the case at the time of the fire.

The prison has no medical or mental health care and the budget allows less than $1 per day per prisoner for food. Prisoners only needed to bear a simple tattoo to be incarcerated under the strict Honduran anti-gang laws, the report said. The U.N. condemns the practice as a violation of international law.

National prison system director Danilo Orellana declined to comment on the supervision or the crowded conditions in Comayagua, a prison farm where inmates grew corn and beans. He referred an AP reporter to the commander of the prison police, who said comment would have to come from his public affairs office, which did not respond to an AP request late Wednesday.

President Porfirio Lobo on Wednesday suspended Orellana and other top prison officials.

Inside the prison, charred walls and debris showed the path of the fire, which burned through six barracks that had been crammed with 70 to 105 inmates each in four-level bunk beds.

Bodies were found piled up in the bathrooms, where inmates apparently fled to the showers, hoping the water would save them from blistering flames. Prisoners perished clutching each other in bathtubs and curled up in laundry sinks.

"It was something horrible," said survivor Eladio Chica, 40, as he was led away by police Wednesday night, handcuffed, to testify before a local court about what he saw. "I only saw flames, and when we got out, men were being burned, up against the bars, they were stuck to them."

The deadly inferno never had to happen.

The frantic inmate who started the fire gave warning, phoning the state governor and screaming he was going to burn the place down. After the man, who wasn't identified, lit a mattress on fire a few minutes later, crews said they rushed to the prison, arriving two minutes after a call for help because the firehouse was nearby. But the handful of guards held them out for a catastrophic 30 minutes, saying they thought the screams inside were a prison break and a riot. When rescuers finally were allowed in, they said they couldn't find keys or guards to unlock the barracks.

Fifteen minutes away, the U.S. military's Southern Command operates Joint Task Force Bravo, where major search and rescue teams and fire squads are on standby. They were never dispatched.

Capt. Candace Allen, a spokeswoman for Joint Task Force Bravo, said they can only send what they're asked for, so throughout the night they sent surgical masks, flashlights and Glowsticks. No one asked for firefighters.

On Thursday morning, officials continued their investigation at the prison, where murals of Catholic saints, Jesus Christ and psalms stand out in an otherwise miserable place. Two palm trees flank the front entrance where a sign reads: "Let there be justice, even if the world perishes."

"Conditions at Comayagua? I'd have to say among the worst in Honduras," said Ron W. Nikkel, president of Prison Fellowship International who visited the facility in 2005. "It was very congested, there's not enough food, it's dangerous and dirty."

The U.S. State Department has criticized the Honduran government for harsh prison conditions, citing severe overcrowding, malnutrition, and lack of adequate sanitation.

"The ready access of prisoners to weapons and other contraband, impunity for inmate attacks against nonviolent prisoners, inmate escapes, and threats by inmates and their associates outside prisons against prison officials and their families contributed to an unstable and dangerous penitentiary system environment," says the most recent State Department report on human rights in Honduras. "There were reports that prisoners were tortured or otherwise abused in, or on their way to, prisons and other detention facilities."

Human rights groups and the U.S. government also say inmates with mental illnesses, as well as those with tuberculosis and other infectious diseases, are routinely held among the general prison population.

Filmmaker Oscar Estrada, whose documentary "El Porvenir" focused on a 2003 Honduran prison riot, said the fire was one of several in recent years, including a 2004 blaze that killed more than 100 inmates.

"When fires break out, they will not open gates to release prisoners and they die inside. It's happened before. They haven't learned because this is a collapsing country, they're not interested in making change," he said.

Prison historian Mitchel P. Roth said fires pose a major challenge for prisons.

"Prisoners set fires in their cells all the time, either for attention, to attack someone, or some people just like fire," said Roth, a professor at Sam Houston State University in Huntsville, Texas.

Prisoners are typically locked in their cells while poorly-trained guards may be scrambling to save their own lives, added Roth, who is writing a book about a 1930 fire in Ohio that killed 322 prisoners in just 30 minutes.

"There's rarely time to react as that smoke spreads," he said. "This was one of those tragedies waiting to happen."

'The Challenge: Battle Of The Exes': Tyrie Falls Off A Log And Crushes Jasmine (VIDEO)

When a contestant on "The Challenge: Battle Of The Exes" (Wed., 10 p.m. EST on MTV) says "I'm always nervous of heights and water," it's a pretty safe bet that something bad is about to happen to them, and that water and/or heights will be involved.

So what could possibly go wrong when a nervous Jasmine and her ex, Tyrie, had to cling onto a log as it flew high in the air across water and then began to spin furiously?

Jasmine was unable to hold on: "My stomach is turning and I feel my hands just starting to come apart from each other and I'm a little scared." And that's when she fell off the log into the water.

As Jasmine started swimming to the bank, Tyrie lost his grip on the log and, as the others watched on in horror, he fell into the water, landing right on top of his much smaller ex.

Although it looked horrendous, Jasmine bobbed back up to the surface and the pair managed to complete the challenge. The clash did leave her a bit dazed and in possession of a killer headache though -- "I need a really big Advil right now," she joked.

"The Challenge: Battle Of The Exes" airs Wednesdays at 10 p.m. EST on MTV.

China vows to keep investing in euro zone debt

China will continue to invest in euro zone government debt, the country's central bank governor said today, while calling on Europeans to produce more attractive investment products for China.

Zhou Xiaochuan admitted that China and other emerging nations like Brazil, Russia or India were waiting for the right time to help the bloc, after a European Union state visit was once again met with encouraging words but no concrete public commitments on fresh funding from China.

But he also suggested Europe needed to work harder to entice Beijing to part with its capital.

"We also hope that the euro zone and EU can innovate their mechanisms to offer new products that are more helpful for Sino-Europe cooperation," he said.

The central bank governor reiterated previous comments from Premier Wen Jiabao that China was ready to play a bigger role in solving Europe's debt problems, noting China had not cut its reserves exposure to the euro zone.

"At the G20, our state leaders promised European leaders that, amid the global financial crisis and the Europe sovereign debt crisis, China will not cut the proportion of euro exposure" in its reserves, Zhou said in a speech at the University of International Business and Economics in Beijing.

Although Zhou's comments largely underlined China's established stance, the remarks helped push the euro to an intraday high of $US1.3163. Traders said some investors were short of the currency, which had exaggerated the rise.

Any bigger role in solving the debt crisis would be via the International Monetary Fund and the European Financial Stability Fund, or EFSF, Zhou said, echoing Wen's comments.

"We strongly believe European countries can work together to handle the challenges. They are able to solve the sovereign debt crisis," Zhou said.

"The People's Bank of China has always maintained close cooperation and contacts with the European Central Bank, and we support each other in many policy aspects. The PBOC firmly supports the ECB's recent measures to address the difficulties."

Verbal reassurances from Zhou and senior Chinese leaders come as European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso are visiting Beijing for a China-EU summit.

Van Rompuy assured his Chinese hosts that they should not underestimate the strong political incentive to keep the euro zone intact.

The summit was delayed from late last year as European leaders struggled to deal with an escalating debt crisis.

Not a white knight

China, with $US3.2 trillion worth foreign exchange reserves at hand, is seen as having the potential financial firepower to bail out some European governments.

Beijing has been consistently reluctant to make firm financial commitments, although it has repeatedly said it supports a stable euro.

Analysts estimate that about a quarter of China's foreign reserves are held in euro-denominated assets.

The head of China's sovereign wealth fund said on Monday that hard assets are more attractive than European government bonds.

Chinese leaders have expressed alarm at protests and strikes sweeping Europe, while lauding a fiscal agreement to be signed in March that will build up a massive fund to backstop European debt.

"We believe the fiscal agreement will mark a big step toward closer economic and fiscal union, which will significantly boost EU member countries' fiscal sustainability and improve the sovereign debt conditions," Zhou said.

China and other countries beyond the 17-country euro bloc want to see its members stump up more money before they commit additional resources to the IMF, which had requested an additional 500 billion euros in funding.

The European Stability Mechanism (ESM), a 500-billion-euro permanent bailout fund that is due to be operational in July, is expected to replace the EFSF, a temporary fund, which has been used to bail out Ireland, Portugal and will help in the second Greek package.

Detailed policies and reforms to be launched by Europe can serve as "platforms" for China and other BRICS countries to help Europe, Zhou said.
